Do you need to obtain a flagpole permit?
If your home or business is in an unincorporated part of San Diego County:
SEC. 91.1.105.2 WORK EXEMPT FROM PERMIT.
(a) A building permit shall not be required for the following:
- (17) Electric light poles, flag poles and antennas not over 35 feet in height above finished grade when fully extended which comply with the County Zoning Ordinance

If your home or business is in an incorporated part of the City of San Diego:
§129.0203 Exemptions from a Building Permit
- (15) Electrolier standards, flag poles, and antennas that are 30 feet or less in height above finish grade when fully extended.
